US announces funding for Colombo Port digital systems

The United States has announced a US$17 million grant to support the modernisation of digital systems serving the Port of Colombo in Sri Lanka.
The funding was announced by US Ambassador to Sri Lanka Eric Stern Meyer during a visit to the port, where he met senior representatives of the Sri Lanka Ports Authority (SLPA), including Chairman Parakrama Dissanayake.
The meeting was also attended by Minister of Ports and Civil Aviation Anura Karunathilaka and Ministry Secretary W. W. S. Mangala.
The proposed investment will focus on improvements to Sri Lanka’s Maritime Single Window and Port Community System, two digital platforms intended to facilitate maritime documentation, regulatory procedures and information exchange.
Digital upgrades target port coordination
The planned improvements are intended to strengthen communication and data exchange between the SLPA, Sri Lanka Customs, shipping lines, terminal operators and other agencies involved in port operations.
A Maritime Single Window provides a digital channel for submitting information required by maritime authorities, reducing the need for separate reporting procedures.
A Port Community System supports the exchange of operational and commercial information among organisations involved in cargo handling and port logistics.
Improved integration between these systems could reduce administrative duplication, streamline documentation and support more efficient vessel and cargo clearance processes.
The announcement did not provide a detailed implementation timetable or identify the technology providers responsible for the planned upgrades.
Colombo’s role in regional maritime trade
The Port of Colombo is a major container transshipment hub in the Indian Ocean, handling cargo moving between international shipping networks and South Asian markets.
Digital infrastructure plays an important role in coordinating vessel arrivals, cargo movements, customs procedures and terminal operations at ports with substantial transshipment activity.
The proposed improvements are intended to strengthen the port’s administrative and operational capabilities while supporting trade facilitation across Sri Lanka’s maritime sector.
The announcement establishes the proposed funding commitment, although further details concerning implementation arrangements, disbursement and project milestones have not been disclosed.
