Singapore LNG begins construction of new jetty at Jurong Island

Singapore LNG Corporation (SLNG) has begun construction of a third jetty at its LNG terminal on Jurong Island, expanding infrastructure for LNG bunkering and small-scale gas operations while securing certification for the handling of Bio-LNG.

The project was marked by a groundbreaking ceremony attended by SLNG Chairman Gan Seow Kee, Chief Executive Officer Leong Wei Hung and Rotary Engineering Chairman Roger Chia. The new facility is scheduled for completion in the second half of 2028 and will become SLNG’s first jetty dedicated to small and mid-scale LNG vessels.

Jetty 3 is designed to accommodate LNG carriers with capacities ranging from 5,800 to 80,000 cubic metres. Once operational, it is expected to support approximately two million tonnes per annum (MTPA) of LNG bunker reload demand, alongside break-bulk and other small-scale LNG activities.

New jetty to expand LNG bunkering capacity

The additional infrastructure is intended to increase the terminal’s capacity to handle LNG bunker reload operations as demand for LNG-fuelled vessels develops.

According to SLNG, the combination of Jetty 3 and existing facilities could potentially support up to three million tonnes of LNG bunker reload annually, depending on market demand. This figure represents potential future capacity rather than current throughput.

The project follows Singapore’s position as the world’s leading LNG bunkering port in 2025, as stated by SLNG. The company also cited industry projections indicating that approximately 1,700 LNG dual-fuel vessels could be operating globally by 2029.

Beyond bunkering, the new jetty will accommodate smaller LNG shipments and break-bulk activities, extending the range of vessel sizes and operations that can be handled at the Jurong Island terminal.

SLNG terminal obtains Bio-LNG certification

Alongside the construction announcement, SLNG confirmed that its terminal has obtained International Sustainability and Carbon Certification EU (ISCC EU) certification for handling Bio-LNG.

The certification covers storage, regasification and send-out, bunkering and trucking services. Under the ISCC EU framework, it provides traceability and accounting requirements for Bio-LNG handled through the terminal’s certified operations.

SLNG stated that the certification places its terminal among the first facilities in the region to achieve this recognition for Bio-LNG handling. The company is also working with industry partners on certification and accounting practices across the Bio-LNG supply chain.

Leong Wei Hung, Chief Executive Officer of SLNG, said the infrastructure investment and certification are intended to support changing requirements in marine fuels and energy transportation.

“This investment expands SLNG’s capacity and operational flexibility to support the maritime sector’s evolving energy needs,” Leong said.

The company expects Jetty 3 to be capable of handling Bio-LNG when completed, alongside conventional LNG operations. Construction is now underway, with the facility targeted to enter service during the second half of 2028.
