The Maritime and Port Authority of Singapore (MPA) and China Classification Society (CCS) have renewed their Memorandum of Understanding (MOU), expanding cooperation in maritime decarbonisation, digitalisation and workforce development.

The agreement was renewed during the Sixth North Bund International Shipping Forum in Shanghai, building on a partnership established in 2023. The renewed framework will support further research and development across several areas of maritime technology, including alternative fuels, marine electrification and autonomous vessel systems.

The cooperation also reflects Singapore’s continuing efforts to strengthen maritime research and innovation through partnerships with classification societies and industry organisations.

## Cooperation focuses on green fuels and vessel electrification

Under the renewed agreement, MPA and CCS will expand their joint research activities in maritime decarbonisation, with particular attention to green fuel value chains, vessel electrification and energy efficiency technologies.

The two organisations have already collaborated with research institutions and industry partners on projects involving the use of B100 biofuel in harbour craft, alongside the evaluation, testing and verification of smart ship technologies.

The renewed MOU provides a framework for further work in these areas, although the announcement does not identify specific new investment commitments, project budgets or implementation schedules.

Both organisations will also strengthen cooperation on digitalisation, including digital testing methods and risk assessments for autonomous vessels.

These activities are intended to support research into smart shipping systems and the development of technologies that could improve vessel operations and maritime safety.

## Maritime technology and workforce development

Alongside technological cooperation, MPA and CCS will work together on initiatives designed to support the development of maritime professionals.

The agreement includes collaboration through the MPA Global Internship Awards, the MaritimeONE Scholarship Programme and other internship and professional attachment opportunities.

These programmes are intended to provide students and aspiring maritime professionals with exposure to international maritime companies, technical expertise and industry practices.

Ang Wee Keong, Chief Executive of MPA, said the renewed partnership would support the development of solutions for maritime decarbonisation and digitalisation while helping prepare the future maritime workforce.

Zhao Yan, Chairman and President of CCS, highlighted the classification society’s growing presence in Singapore and its ambition to develop the city-state into a comprehensive overseas maritime technology centre and integrated service platform.

The renewed agreement extends the existing relationship between the two organisations, with a focus on research collaboration, emerging maritime technologies and professional development.

While the MOU does not constitute a new commercial contract or a confirmed investment programme, it establishes a framework for continued cooperation on technologies relevant to the shipping industry’s energy transition and digital transformation.
