The Port of Riga will introduce new road access arrangements for freight vehicles serving its terminals on Kundziņsala, with a newly constructed traffic overpass and port checkpoint scheduled to open on 1 November 2026.

The overpass will connect Tvaika Street directly with Kundziņsala, providing an additional route for trucks entering and leaving the port’s industrial and terminal areas.

A new checkpoint, Delta 17, located at 42 Uriekstes Street, will begin operating alongside the existing Delta 1 checkpoint at 9 Uriekstes Street. Both access points will operate around the clock during the transition period through the end of December.

From 1 January 2027, Delta 1 will close to freight traffic serving Kundziņsala, and trucks travelling to and from the port terminals will be required to use the new overpass and Delta 17 checkpoint.

## New infrastructure to support freight movements

The new road connection is part of a wider infrastructure development programme intended to improve access between Kundziņsala and Riga’s main road network.

The overpass project has a reported cost of €82.6 million and is being implemented by Riga City Council in cooperation with the Freeport of Riga Authority, with support from the European Union’s Cohesion Fund.

According to the port authority, the connection is designed to improve the movement of freight and other transport serving the port while helping divert heavy vehicle traffic away from Riga’s city centre.

The Delta 17 checkpoint will feature six traffic lanes and automated access-control systems, including licence plate recognition and digital cargo information exchange.

The Freeport of Riga Authority has invested approximately €1.3 million in the checkpoint infrastructure.

## Customs procedures remain at existing location

Although the new checkpoint will open in November, border and customs inspection arrangements will not immediately move to the new facility.

The State Border Guard, Customs Administration and Food and Veterinary Service will continue operating at 16 Uriekstes Street while construction of the new border-crossing infrastructure remains underway.

Freight carriers required to present goods for customs inspection or other relevant controls must continue using that location.

However, ionising radiation scanning for road cargo will take place at 42 Uriekstes Street, where Delta 17 is located.

Truck visit requests and visitor passes will continue to be processed through the port’s electronic pass ordering system, OKS.

The revised traffic arrangements will take effect in stages, with the new overpass opening in November and the transition to exclusive Delta 17 freight access scheduled for January 2027.
