Lloyd’s Register (LR) and Sagar Defence Engineering Limited (SDEL) have signed a Memorandum of Understanding (MoU) to develop approaches for the certification, assurance and regulatory acceptance of autonomous and remotely operated maritime systems.

The agreement brings together LR’s expertise in classification, technical assurance and regulatory compliance with Sagar Defence’s experience in developing autonomous maritime platforms.

The collaboration aims to establish practical processes that could support the transition of autonomous technologies from development and testing to approved operational use across commercial, government and defence applications.

## Focus on testing and certification readiness

Under the MoU, the two organisations will work on verification, validation and testing methodologies for autonomous and remotely operated systems.

Their cooperation will also cover classification readiness assessments, assurance frameworks and the development of safety cases to demonstrate how autonomous technologies can meet operational and regulatory requirements.

The partners intend to examine operational concepts and mission profiles while engaging with regulators, government agencies and industry stakeholders.

These activities are designed to support the development of certification pathways as the maritime sector continues to evaluate the wider deployment of autonomous technologies.

## Assessing autonomous systems throughout their lifecycle

The collaboration will address the interaction between vessels, autonomous functions, sensors, communications, remote operators and supporting infrastructure.

According to LR, assurance assessments must consider how these elements perform together under normal operating conditions and during system degradation or failure.

The approach is intended to integrate safety and regulatory considerations into the development process, rather than addressing certification requirements only after systems have been completed.

The agreement also covers potential support for operational acceptance and continuing assurance once autonomous systems enter service.

Neither organisation announced a specific certification award, vessel deployment or implementation timetable under the MoU.
