Japanese energy company JERA and India’s AM Green Ammonia have entered into a binding Heads of Agreement for the long-term supply of green ammonia from India to Japan, with the fuel intended primarily for maritime bunkering operations.

The agreement covers approximately 70,000 tonnes of green ammonia annually over five years, with the possibility of extending the arrangement for additional supply. The ammonia will be produced at AM Green’s planned facility in Kakinada, Andhra Pradesh, and transported to Japan as part of a developing international fuel supply chain.

The Kakinada facility is scheduled to be commissioned in 2028 or 2029. According to the companies, production will be supported by renewable electricity, pumped-hydro energy storage and alkaline electrolysis technology, with the aim of meeting internationally recognised low-carbon standards.

## Developing ammonia bunkering infrastructure in Japan

The green ammonia is intended to be delivered through receiving, storage and distribution facilities being developed near JERA’s Hekinan Thermal Power Station in Aichi Prefecture.

From these facilities, the fuel would primarily be supplied to a planned joint venture between Kawasaki Kisen Kaisha (K Line) and Nippon Yusen Kabushiki Kaisha (NYK). The venture intends to operate an ammonia bunkering vessel to supply ammonia-fuelled car carriers.

The arrangement would connect production in India with fuel distribution and bunkering operations in Japan, extending JERA’s ammonia activities beyond electricity generation into the maritime sector.

JERA has been developing ammonia-related infrastructure and supply arrangements as part of its wider efforts to establish a low-carbon fuel value chain. The agreement with AM Green would introduce renewable-based ammonia into its planned supply portfolio.

## Green ammonia production and supply plans

AM Green’s Kakinada project is intended to provide green ammonia for international markets, using renewable power and energy storage to support production.

The agreement represents one of AM Green’s first delivered-basis supply arrangements in Asia and establishes a potential route for exporting green ammonia from India to Japan.

Irtiza Sayyed, Senior Managing Executive Officer of JERA and CEO of JERA Global Energy Solutions, said the arrangement would help connect diversified ammonia supply sources with customer demand in Japan.

Mahesh Kolli, Group President and Joint Managing Director of AM Green, highlighted the role of the Kakinada project in supporting Japan’s energy transition and the development of alternative maritime fuels.

The binding Heads of Agreement establishes agreed supply terms, although the announcement does not provide a first-delivery date or confirm that the associated production and bunkering infrastructure is operational.

The planned supply chain remains dependent on the development of the Kakinada production facility and the corresponding receiving and bunkering arrangements in Japan.
