Euro Tech Holdings Company Limited has signed a 50/50 joint venture agreement with Norwegian company Sea Clean AS to establish a business focused on port-based ballast water treatment services.

The agreement, announced on 12 October 2026, involves Euro Tech’s wholly owned subsidiary, Euro Tech Global Pte Ltd, and Sea Clean. The joint venture will operate under the name CleanPACT Environmental and Marine Engineering AS.

The partnership will focus on the deployment and promotion of PortoBallast, Euro Tech’s mobile hybrid ballast water treatment system, initially targeting customers in Norway and the wider Scandinavian maritime market.

## PortoBallast system being commissioned in Norway

CleanPACT is intended to operate as a customer experience centre for port-based ballast water treatment, providing equipment demonstrations, technical servicing, simulations and training.

The PortoBallast system is designed to treat ballast water from vessels whose onboard ultraviolet or electrolysis-based treatment systems do not meet applicable discharge requirements.

According to Euro Tech, the equipment has already arrived at Sea Clean’s port site in Torvastad, Norway, where installation and commissioning activities are underway.

The joint venture combines Euro Tech’s treatment technology and technical expertise with Sea Clean’s existing maritime service operations and customer network.

Sea Clean provides ballast water treatment equipment distribution, maintenance and compliance-related services to the maritime industry. According to the company, it has served more than 2,300 vessels.

## Partnership targets Scandinavian maritime market

Beyond the initial Norwegian installation, CleanPACT plans to promote PortoBallast across Scandinavia, with the longer-term objective of expanding into other European markets.

The partnership is intended to establish a regional platform for demonstrating the technology and providing technical support to shipowners and operators.

However, Euro Tech has not disclosed the financial terms of the joint venture, its expected investment requirements or a timetable for broader commercial deployment.

The agreement establishes the partnership’s ownership structure, while the commissioning of the Norwegian installation and subsequent market expansion remain separate stages of its development.
