DP World has signed a 15-year concession agreement with the Chittagong Port Authority (CPA) to operate and maintain the New Mooring Container Terminal (NCT) and its associated Overflow Container Yard at Chittagong Port in Bangladesh.

The agreement, signed on 8 October 2026, was concluded under a Public-Private Partnership (PPP) framework. Under its terms, ownership of the terminal will remain with the Chittagong Port Authority, while DP World will assume responsibility for operations and maintenance throughout the concession period.

The agreement was signed by Rear Admiral S. M. Moniruzzaman, Chairman of the Chittagong Port Authority, and Essa Kazim, Executive Chairman of DP World, in the presence of government officials and senior company representatives.

The partnership follows a Memorandum of Understanding signed in 2019 between the Government of Dubai and Bangladesh’s Public-Private Partnership Authority, which established a framework for cooperation on infrastructure development.

## Operational upgrades planned for New Mooring Container Terminal

Under the concession, DP World plans to introduce infrastructure improvements, equipment upgrades and digital solutions aimed at increasing cargo handling efficiency and supporting Bangladesh’s trade requirements.

The proposed development programme covers civil infrastructure, terminal equipment and operational processes. Particular attention will be given to berth planning, container yard management, equipment utilisation, preventive maintenance, safety and sustainability.

The company also intends to integrate the terminal into its international network of ports and logistics services, with the aim of improving connections between Bangladesh and overseas markets.

“This partnership reflects our commitment to strengthening Bangladesh’s maritime and trade infrastructure through the Public-Private Partnership framework,” said Rear Admiral S. M. Moniruzzaman, Chairman of the Chittagong Port Authority.

He added that the agreement is expected to improve terminal performance, address logistics constraints and strengthen international connectivity.

## Workforce development and international connectivity

The concession also includes plans to support workforce training, skills development and the introduction of international terminal operating practices.

According to the announcement, the partnership is expected to create additional opportunities for local businesses and workers while supporting the country’s expanding trade and manufacturing activities.

Essa Kazim, Executive Chairman of DP World, said the company intends to connect the terminal with its broader logistics infrastructure and supply chain services.

“Through this partnership, DP World will connect the New Mooring Container Terminal to our global network of ports, logistics infrastructure and supply chain services,” said Kazim.

The agreement establishes the framework for DP World’s involvement in the terminal’s operations, although the announcement does not specify the financial value of the concession, an operational handover date or quantified future capacity targets.
